Abstract:	本研究以2004 年起被重新建構其問題面向的「鼓勵生育」與「毒癮愛滋減害」政策為例，分別探索與比較再建構之社會/健康議題在新聞論述中所呈現之框架以及影響框架形塑的機制為何？與議題相關的團體代表與決策者如何參與建構過程中各論述的競爭與互動？相關團體的倡導策略以及媒體本身的吹捧特性（media hype）又是如何影響問題的再現與相關政策的發展方向？媒體所強調的議題或特定面向，是否會影響閱聽大眾對其相關議題或特定面向的認知？又，新聞報導內容對大眾的認知影響是否會隨著新聞報導內容的變化而有所不同？本研究預計以三年的時間，透過檔案與文獻檢閱、兩波針對《中國時報》、《聯合報》與《蘋果日報》三報的新聞內容框架與論述分析、兩波電話調查以及針對30 名利益相關團體、政策決定者、專家以及記者的深度訪談等方式蒐集資料。深度訪談與新聞論述分析可幫助我們瞭解論述互相流動、競逐以及利益相關者的倡導與框架策略。比對兩波新聞內容分析與電訪資料則可測試議題設定的效果。
