    Abstract: 本子計畫為「數位典藏與學習之學術與社會應用推廣計畫」分項計畫下之「人文與社會發展子計畫」(以下簡稱本子計畫)。本子計畫企圖結合學術研究及第三部門的力量,以數位落差、資訊倫理與數位人權、以及數位典藏使用介面改善及社會影響研究為本計畫的三大重點工作項目:(一)公民及社區參與數位典藏社會應用推廣;(二)數位典藏之資訊倫理與數位人權面向;(三)數位典藏推廣使用介面改善與社會影響。透過學術研究並且結合第三部門(包括:透過與本子計畫之公開徵選計畫之間的有機聯繫與整合,與社區大學、偏鄉原住民部落之數位機會中心及公民團體參與數位典藏之公民行動影音紀錄…, etc.),落實數位典藏之民間參與、紀錄、推廣與應用,務求縮減數位落差,強化偏鄉弱勢族群及公民團體近用數位典藏成果的機會,以增進數位典藏之共享與傳佈的目標之達成。在實施策略上,本計畫學術研究與應用實務並進,希望實現數位典藏之共享與傳佈,強化數位典藏在資訊倫理和數位人權面向的操作與實踐,並且致力於數位典藏使用介面之改善,以擴大數位典藏之社會影響,讓台灣社會及個別公民同享其利,雨露均霑,共享數位典藏之豐富成果,也讓數位典藏貼近公民需求,突破數位落差及使用介面之限制,進而邁向並最終充分實現資訊倫理及數位傳播人權願景,拓展數位典藏的人文與社會發展效應。
    Enriching local digital archives is the important means to reduce the digital divide according to the main goal of National Digital Archives Program. The main target of this project is to study how to improve the access and use of digital archives of public resource and to solve the problem of the digital divide and digital human right. This project revolves around three core tasks: Firstly, to deepen the social understanding for the digital divide, reduce the digital divide and push the sharing and distributing of digital archives. In the aspect of national policy, the digital poor is our target subject and we will choose the digital opportunity centers as research sites to observe the efficacy of the national policy and understand the digital need and use in the periphery. In the practice, this project plans to choose the digital opportunity centers in aboriginal regions as the observed. From observing how the aboriginals use the digital opportunity centers, we can review the practice and the result of the national digital policy and realize aboriginals’ digital needs in the periphery to develop the self-constructive digital archives in the aboriginal community in the future. Through the review of the national policy, the understanding of the primary needs and the self-constructive digital archives, we can explore how digital archives reduce the digital gap. In social effect, we will observe how the digital divide affects the social resource redistribution and the social/cultural change. Secondly, to add an important dimensions of information ethics and digital right in the need of digital archive promotion. Thirdly, In order to achieve the primary goal of facilitating the integration of contents and technologies of digital archives into the development of education, research, business, and society, the second division of National Digital Archives Program - "Project of the Development of Humanity and Society" aims to extend the channel accessability of digital archives, enhancing the user’s implementation ability, creating extra value, and reducing digital divide. Enssentially, whether a digital archive platform could offer a qualified user interface has become one of the major factors that in turn might affect its success. Thus, based on the context of digital archive databases, web applications, and internet services, the sub-division “Improvement of the User Interface and Social Impacts” is trying to systematically establish user profiles, reveal users’ needs, and generate possible interface functions. Additionally, usability goals, criteria, testing items, as well as measurement approaches will be explored. The results of the present study are expected to become valuable references to improve the interaction design of future digital archive platforms and expansion of the social impact.
