    Abstract: 「科普傳播事業催生計畫績效評量」負責「台灣科普傳播事業催生計畫」各主軸計畫、分項計畫及子計畫之計畫評量工作,透過量化(每年度現成資料紀錄17 項、收視率調查與問卷調查6 項)與質化(包括非參與觀察5 項、深度訪談2 項與焦點團體座談 16 項)的評量方法,在計畫執行歷程與總結階段分別進行資料收集與分析,成為修正計畫與再計劃的依據。「台灣科普傳播事業催生計畫」為一多年期計畫,投入資金龐大,為確保其中各項計畫之目標達成與執行之最佳效益,評量計畫預計以歷程與總結評量兩種方式,採效用標準、可行性標準、妥適標準及準確標準等四個評量標準,以每一年度執行完成之評量報告,作為下一年度計劃工作所需之形成評量之一部,以企建構回饋機制,藉以吸取知識、經驗,轉化為科普影視內容產製之前饋功能,使本產業之產製能力得以不斷提升。本計畫採量與質兩個方面的指標衡量各節目播出成效,量的部份包括針對各製播節目的收視率、觸達率等資料衡量閱聽眾收視狀況,並分析觀眾組成,以及閱聽眾收視評價調查;質的部分則以焦點團體座談方式,邀請專家及一般民眾就各節目之可收視性評量。
    Taiwan Science Communication and Industry Development Project Television and Newspaper Programs Evaluation (I) This project is designed as the program evaluation part of the Taiwan Science Communication and Industry Development Project (SCID). By adopting quantitative and qualitative evaluation methods, this project will collect data during the process and outcome stages of the grand project. Multi-method evaluation data will result from existing data/records collecting from 17 subprojects, 6 questionnaire surveys, 5 non-participatory observations, 2 in-depth interviews and 16 focus-group discussion panels each year. Data generated will be used as the reference to project modification and re-planning. SCID is a long-term, massive investment, complex structured endeavor by NSC. To insure goal attainment and cost-efficiency of the various projects involved, implementation of appropriate program evaluation is necessary. Adopting evaluation standards like utility standards, feasibility standards, propriety standards and accuracy standards, these process and outcome evaluation designs will help the adjustments of project execution and serve as the basis for formative evaluation of the following planning. This will construct as the feed-forward role of the entire SCID project in which knowledge and experiences resulted from previous projects will be transformed as knowledge-basis for the following re-planning, hence to increasingly upgrade the production capability of the industry. This research focuses specifically on the receivers evaluation utilize rating and circulation data and audience composition data, general survey on program uses and focus-group discussion panels comprise of general audience and scientific/ communication specialists.
