    Abstract: 2001年元月召開的第六次全國科學技術會議中，第三議題是「技術創新與產業升級」，與會學者專家同時提出技術創新對國家未來科技發展的重要，因此應即展開「技術創新調查」。 台灣地區第一次技術創新調查（TIS1）已由國科會與經濟部與國內八所大學院校共同於2002~2003年進行完成且有不錯的成效，2006年持續進行台灣地區第二次產業創新調查研究(TIS2)，本次第三次產業創新調查，係以企業（在我國尤其是中小企業）為調查母體，欲瞭解產業界中普遍存在技術及非技術創新的現況及深入分析，提供給產官學研參考。 由於調查作業的範圍與對象為全台灣地區的公民營企業，但台灣地區面積幅員廣大，絕對無法僅由一所學校能夠獨立完成全台灣地區的調查作業。為求調查資料的精確及時效性，因而成立「產業創新調查網」進行。本調查網將由第二次產業創新調查之調查研究團隊─由國內六所大學院校所共同組成，包含政治大學、輔仁大學、高雄大學、虎尾科技大學、致理技術學院、長庚技術學院等，在經驗、熟悉程度，都有很好的合作關係，必定能事半功倍。另一方面，產業創新調查內容牽涉到公司的營運策略與方針，國內企業大多視同機密，疑慮落入競爭者手中，或遭不當運用。由有經驗的團隊來進行調查，較能確保調查資料的品質。因此，本計畫在調查研究方面仍規劃由前兩次負責調查的團隊來進行，而在分析研究方面則積極邀請台灣經濟研究院的產業創新分析專家來加入研究的團隊， 本整合型計畫之任務在於召集指導委員會，確認調查問卷的內容與政策分析的方向；協調各個子計畫，完成調查資料庫的建立與分析工作；舉辦國際研討會，促進國內創新研究學術界與國際機構的交流。預期能擴大國內創新研究的資料基礎（Infrastructure of databanks），提昇國內創新研究的品質與國際能見度，並能有助於政府即時擬定有實證基礎（Evidence-based）的產業創新政策。
    This planning project is to conduct The Third Taiwan Innovation Survey (TIS3) by coordinating 3 survey projects and 2 analysis projects. The main tasks include establishing the directing committee, coordinating the other 5 projects to complete the survey and analysis missions, holding the international conference. We expect the project will enable domestic scholars to do the innovation studies by sharing the survey data, and provide government the evidence-based suggestions of innovation policies.
