    摘要: 大學為人力資源的重鎮，各國無不積極動員大學研究能力，以提升國家與企業的競爭力。在諸多動員大學研究能力的政策中，技術移轉是其中重要的一環。國科會於科學技術基本法頒佈與實施後，便積極規劃協助大學建立技術移轉之機制，希望各大學能獨立自主管理其擁有的智慧財產權，及移轉給產業利用。
