    Abstract: 本研究旨在為政大的招生工作發展一套選才指標系統，並為這套系統提供
    良好的理論基礎。大學招生選才的問題，不只是影響到大學本身的聲望與競爭
    力，而且向下引導中小學教育的目標、課程、教學方法、學習重點與競爭氣氛，
    甚至向外影響社會階級的流動與社經地位的分配。此外，研究所招生考試，也嚴
    重影響大學部學生的學習行為。招生選才指標涉及對一個人才潛能的評估，也反
    映了高等教育對於人才的價值觀。本研究首先根據理論基礎發展出一套評估潛在
    創意人才的指標系統，並根據問卷調查結果修飾該套指標。調查對象主要是關心
    創意人才議題的相關人士95 人，調查結果並非用於驗證假設，而是用於刪除重
    要性/適切性偏低的指標或其類別名稱。本研究建議的指標系統，包含學習力、
    創造力、批判力、情意力、實踐力與智慧六大類指標，並各自包含若干中層指標，
    總共形成三十一個中層指標，每個指標都有獨特的概念意涵，可以作為觀察或評
    量個體的角度，由選才單位（系所）選擇使用，作為研擬甄選策略或評量工具的
    根據。如果不同選才單位都有不同的哲學，並使用不同的指標組合，應該有助於
    大學多元化的發展，並且能讓每一個學子的生命都找到一個良善的出口。除了高
    等教育之外，本套指標系統對於其它用人機構也具有參考價值。
