Abstract:	中國的崛起，中共正邁向大國之路，積極的參與國際事務，強烈主導有關中共利益的政策，努力的提升綜合國力，尤其是在二次波斯灣及科索沃戰爭之後，中共空軍知道要了要維持日益擴大的國家利益及安全，航空兵的現代化發展必須採「跨躍式」的模式，企圖在最短的時間之內，將中共空軍航空兵的能力提升並趨近於歐美的先進空權國家，而中共空軍的戰略發展意義，已經跳脫只單純針對臺灣議題外，考量其區域的威脅環境及所需維護的國家利益，必需從「國土防衛型」轉型為「攻防兼備型」的戰略空軍，建立一支具遠程作戰、快速反應、機動部署、精準打擊能力的空中戰略部隊，除了可以執行「高技術條件下的局部戰爭」之外，也必須能抗敵於國土之外，確保各政經軍心等要點安全，且同時發展「區域拒止」及「反介入」戰略，以保衛中共其日益強大之全球利益，不受來自美國或是其它國家與武裝團體的威脅。
