    摘要: 台灣人權促進會(以下簡稱台權會),是在解嚴之前成立,沒有官方背景,由民間成立的重要人權組織。從成立以來,即長期推廣人權理念、關心人權問題,推動近代民主憲政人權保障的相關議題,是台灣目前最重要的人權組織之一。台灣人權運動肇始於對抗政府公權力對人權的侵害,要求強化人權保障。相對於官方的檔案,民間或是在野力量的觀點及資料,則僅存在於人權運動者及組織中。就此而言,除了官方檔案的開放外,要較全面地呈現台灣人權的面貌,理解人權理念的發展歷程,人權組織的資料可說是最基礎,也是不可或缺的。在台灣民間或在野範疇的人權組織中,台權會不僅持續時間最久,且跨越戒嚴時期到台灣經歷自由化、民主化,成為完全自由國家之後的發展,並且長期參加推動自由化、民主化改革以及要求推廣人權理念、落實人權保障的社會政治運動。此次台權會數位典藏要進行的工作項目包括:有關成立至今二十多年的資料,包括台權會最重要決策的執委會會議紀錄、年度的人權報告、投入實際救援,及參與人權保障示威遊行活動的策畫行動與決策,乃至於定期出版的刊物,都是瞭解一九八○年代以後,台灣人權發展相當重要的史料。更重要的是,相關的團體,譬如推動二二八平反的二二八公義和平促進會,隨著運動的告一段落,已經解散了,相關的史料也沒有保存。就此而言,台權會所保存的史料,往往具有獨特性及不可取代性,這也是此一數位典藏的主要貢獻,及其價值之所在。基於此一考量,台權會相關檔案數位典藏工作的進行,以及建置完成後開放研究者及民間社團之使用,無論是現實的社會意義,或者是針對台灣政治、社會、歷史、人權、法律相關的研究,都是相當可貴的資料。由於本計畫針對台灣在人權運動上具關鍵地位的組織,進行各項人權行動及組織活動史料的數位化,並進一步建置為台灣人權檔案資料庫。此資料庫所呈現出的是民間的、社會的觀點,與官方檔案觀點相對照,能提供更多元的思考角度與視野,也可使台灣人權發展之相關研究,得以在更充足的資料下展開。隨著資訊社會的發展,人權的危害將可能是來自公部門、商業部門與民間社會自身;官方與民間也逐漸從以往對立的角色變為發展多元對話,民間社會人權史料的數位化與資訊化,將成為各方發展出更細緻的互動之動態協商的基礎。
    Taiwan Association for Human Rights (TAHR) is a non-governmental organization established before the Martial Law was lifted. As one of the most important human rights organizations, TAHR deals with various human rights issues and has been promoting democracy in Taiwan from the very beginning. Human rights (HR) movements are usually initiated by the resistants of the violation against the authority. They usually request the government to strengthen the relevant protections of them. However, files and critical information of HR are only kept in the paper-format in the non-governmental organizations but official archives. Therefore, we want to present the features of Taiwan HR movements and help people understand the development of HR. It is impossible to look through all the files in all the HR organizations. Thus, TAHR, the oldest HR organization in Taiwan, would be a great example since it experienced the Martial Laws period as well as the liberalizing and democratizing period. TAHR also participated in ground-breaking political and social movements, urging the government to promote HR and put HR protections into practice. TAHR’s future digital archive project will include files from 1984, the year when TAHR was established, until now. Those are the most important materials with great historical values for understanding Taiwan HR development after the 1980’s. It will also include records of the executive board meetings, annual HR reports, quarterly HR magazines, individual HR violation complaints received by TAHR, activities and campaigns organized by TAHR, and etc. Furthermore, related groups, such as “Association for the Justice and Peace on 228,”which has promoted the redress of the miscarriages of justice on the event of 228 and was dismissed after the movement suspended. Because of that, the related historic materials disappeared. On the contrary, the archives which TAHR preserves are unique and irreplaceable. After the construction of the digital archives, TAHR’s files can be opened to researchers, NGOs and the general public. This project will digitalize various HR activity files and historical materials of the leading organizations in Taiwan HR movements and construct the archives into a comprehensive Taiwan Human Rights Archive database. Different from the official archives, the database is expected to present alternative viewpoints from the civil society, providing multiple perspectives based on its plentiful materials and will enrich the studies about Taiwan HR development. HR violations often come from the government, the commercial sectors and the civil society itself. The traditional tension between the government and the civil society may be transformed into a positive dialogue. Through this project, the historic HR materials from NGOs can be presented on the platform for each sector above to develop a better interaction, understanding and negotiation.
