    Abstract: 有關台灣民主化之前白色恐怖的歷史研究，最關鍵的步驟在於政府相關機構檔案的掌握。過去二十年來雖已出現若干研究成果，然而真正核心的史料──國安局、警備總部、調查局等情治機關之檔案──由於欠缺接近管道，因此為數並不多的相關研究，事實上皆只能仰賴單方面的記述，或是較為周邊的資料。於是威權時代白色恐怖執行過程中極為重要的一環，因為官方檔案的難以取得，也就始終處在霧裏看花的地步。然而透過陳水扁總統八年的執政，部份國安局、調查局與前警備總部檔案的解密開放，使得白色恐怖的歷史研究，獲得全新的可能性。本研究計劃執行近十個月以來，已掌握目前典藏於檔案管理局的四十六個重大政治案件之五十二種情治機關檔案。下一年度的工作，即在於依靠這些檔案作進一步的分析整理。相信再有一年的鑽研努力，將可以獲得具啟發性之成果。
    The historical research of the “white terror” in Taiwan has been restricted by the absence of the official documents for at least 20 years. Now it could be improved by the newly declassified documents of three most important intelligence agencies－ the National Security Bureau(NSB), the Investigation Bureau, and the Taiwan Garrison Command(TGC). The aim of this research project is to utilize these documents to unveil the operation models of the “white terror” in the authoritarian ruling of Chiang Kai-shek and Chiang Ching-kuo. So far there have been 52 sorts of documents belonged to 46 cases have been handled by this project. There is good reason to believe that some inspiring achievements will be gained after one another year’s effort of the researcher.
