    Abstract: 經濟發展比較研究(I):中國大陸與俄羅斯成長模式之探索摘 要金磚四國之說使中國大陸和俄羅斯成為國際矚目的新興市場,但一般認知卻以相當簡化的傳統發展概念來闡釋其經濟成長。然而,事實上以分析俄國經濟成長結構為例發現,雖然俄羅斯的確因能源出口受惠而成長,但內需和投資的增長才是近年來經濟持續成長的主要元素。加以,中國與俄羅斯利用「市場化」轉型成長崛起的過程中,政府並未逐漸退出市場,反而在主導與形成國家經濟發展模式上扮演著相當的角色。此種強調政府角色之經濟發展模式挑戰了西方強調自由市場運作的主流經濟思潮,致使傳統經濟學理上有關「市場與政府」的歷史性爭議再次浮現。因此,本次計畫欲延續目前一系列有關應用後共國家(Post-Communist Countries)經濟轉型發展經驗探討現代化經濟發展「唯真」理論之研究,目的在於透過歸納探索中國大陸和俄羅斯經濟成長的運作模式,並以比較分析之研究途徑,解析現代化經濟成長的要素與條件,同時重探「市場與政府」的關係,釐清政府介入市場,促進國家經濟成長的必要性與方式,瞭解現代全球化經濟社會下的政府經濟職能。本研究結果將對現代經濟成長發展模式提供新的立論思考,裨益於後續歸納演繹相關的經濟發展理論。
    The Comparative Studies on Economic Development (I): the Exploration of Growth Model in Mainland China and Russia Abstract The proposition of “BRICs” makes Mainland China and Russia become the hot new markets, but generally, their economic growth are explained with simple traditional development concept. However, in fact regard analyzing economic growth structure of Russia as the example and find, though Russia really grows up because the energy export receives benefits, but the growth of domestic demand and investment is the main elements of economic growth that grew up continuously in recent years. Besides, China and Russia use “marketization” to transform and grow up, in the course the government has not out from the market gradually, and in the forming national economic development model plays a suitable role instead. This model of economic development to emphasize the government role has challenged the economic mainstream theory that the west emphasizes free market. The historical dispute about “the market and government” appears again. Thus, this study project is continuing one of series research for analyzing the “positive” theory of modern economic development by the experience of economic transition in the post-communist countries. The purpose lies in exploration of growth model in Mainland China and Russia, and with the approach of comparative analysis to get the key elements and condition of modern economic growth development for understanding economic function of government under the globalization economic society. The results of study will benefit to sum up relevant theories in the later research and offer the new views and thinking.
