Abstract:	亞太多邊機制經冷戰結束、金融風暴、及911 事件，有增加的趨勢，雖擴大了各國多邊活動的空間，強化了多層次、多議題的政策交流，卻不足被視為區域整合的推進。然而多邊論壇是否逐漸成為區域各政體間處理傳統及非傳統安全議題的一個平台？這樣的行為模式是否有助區域穩定，成為建立區域秩序的基礎？意味著亞太地區的多邊安全主義正在萌芽？當前國際關係理論對醞釀中的亞太多邊秩序尚無法充分解釋或預測，疑未考量兩個區域特質：一是東北亞與東南亞的安全認知差異；一是經濟互賴乃亞太區域主義的根源。本研究試將這兩個特質列入思維中，企圖找出更適理論或分析架構來探究亞太多邊秩序的形成與發展。除文獻研析及理論批判之外，訪談及時事動態發展的追蹤有助檢視論述的適用及解釋力。擬於本案中期參加國際學術會議並發表初步研究成果，之後進行國內、外訪談，修正論述。本研究創新之處在於嘗試跨議題的綜合探討，以合作的模式及機制的穩定性為研究主軸，而非比較各機制間的議題或合作內容。對亞太區域合作研究、亞太安全研究、及國際關係研究皆有高度參考價值，亦對我國亞太政策提供了政策研究之基礎。
