    Abstract: 本研究是繼中國市場化轉型區域經濟發展研究系列的後續性研究計畫。研究主旨在於探討：位處長三角的上海市、江蘇省與浙江省一市兩省，在2000-2005 年期間市場化轉型與因應全球化接軌過程中，政府職能之變遷與調適，並對一市兩省做比較性分析，觀察其政府職能的改革進程、法制運作、執行績效，以及因應全球化與制度規範之能力與表現。基本而言，一市兩省中，上海素被認為是中國地方政府經濟發展運作中「強政府」的代表，江蘇省則可視為「次強政府」，浙江省則具「弱勢政府」特質。因此，觀察三大地方政府的職能轉變有其學術與實用意義。本研究主要探討焦點議題包括：（一）一市兩省政府職能調整的動力、過程與內涵；（二）因應市場化轉型、服務業發展、創新與經濟全球化挑戰，一市兩省的調適能力、應對功能與執行成效是否彰顯；（三）關注政府職能運作中市場機制運作、計畫管制變化，以及行政管理職能之變遷與強弱調整變化；（四）分析一市兩省間強度不同的政府特質，對市場轉型與因應經濟全球化之應對能力與表現；（五）進行理論與實證之對話，並做綜合回顧性比較與前瞻性評估。
