    Abstract: 本研究計畫第一階段係針對中國在「化學武器公約」上，有關遵循國際建制規範的動力及進程加以系統性的探討。本研究第一階段就中國在「化學武器公約」締約期間之角色，以及中國正式批准此一條約後其相關的條約遵循記錄一一加以分析。中國在參與此一條約締約期間，曾提出一些方案，其重要內容包括：將「禁止使用」此一概念加入條約文本中、建立「質疑觀察的平衡機制」、主張此類武器遺留國應承擔其遺留在他國領土化學武器之銷毀義務，以及提出化學戰劑「當量庫存重量」的概念，從而解決化學戰劑的均衡銷毀問題等。不過，中國一旦正式成為締約國後，屢次遭到美國政府所採取的經濟制裁，中國政府宣稱其完全遵循條約之規範，美國政府的制裁是毫無立場且有歧視性的作為。準此，本研究計畫第一階段就中國遵循「化武公約」規範的動力及進程加以探討，其研究重點包括：中國參與「化武公約」談判的進程、中國遵循「化武公約」的政府分工、中國遵循「化武公約」國內法規之變嬗，以及中國在「禁止化學武器組織」的角色等。本研究第二階段將進一步選擇吉林、河南、山西、甘肅四個省份，比較中國政府在遵循「化武公約」」相關規範項目下中央政策在地方執行上之具體效果，連同本研究上一階段有關北京、上海及重慶兩直轄市的執行情況，從而做出一個系統性的論斷。
