    Abstract: 自一九四八年以來，聯合國維持和平部隊已經執行了六十次行動，其中有三分之一以上是在非洲進行的。然而，聯合國這些維和行動成效不一，有些行動固然能順利化解非洲國家的內部衝突，但也有些維和行動徹底失敗。我們可以從幾個不同的層面來探討維和任務的成效，其中包括國際強權的意志、國際組織的結構與資源、發生衝突或內戰國家的內部行動者、區域組織或非政府組織的居間協助等等；在聯合國布拉希米報告中指出，聯合國維和行動能否成功受到一些基本因素的影響，其中包括明確的授權、獲得衝突各方接納、充分的資源、以及中立超然的立場等等。過去十七年間，聯合國在非洲推動了二十一次的第二代維和行動。評估這些行動的成敗、以及相關的教訓，將有助於我們真正理解國際組織進行維和行動時的最佳策略，亦能幫助世界各國更有效地弭平各地的衝突與內戰。
    Since the first truce supervision organization began its work in Israel, the United Nations has sent 60 peacekeeping operations to every regions of the world, with more than 1/3 of them in Africa. The effectiveness of these peacekeeping operations in reaching their goals varies substantially. Some of them were able to resolve internal conflicts of African states, others were considered failure. We can analyze the effectiveness of peacekeeping operations through several factors, including the will of international powers, structure and resources of international organizations, internal actors of the countries experiencing domestic conflict or civil war, as well as the role played by the regional and non-government organizations. In the Brahimi Report authorized by the United Nations, several elements are relevant to the success of UN peacekeeping operations: clear and specific mandate, consent to the operation by the parties in conflict and adequate resources. In the past 17 years, twenty-one peacekeeping operations took place in Africa. Our assessment of the effectives of these operations as well as the lessons to be learned will assist us to truly understand the best strategy to be adopted by the international organizations in preparing a peacekeeping operation and the most effective means to resolve conflicts and civil wars.
