Abstract:	本研究以WAPI和「閃聯」兩項中國自主標準的制定為研究個案，從網絡經濟、官僚政治、標準化技術專家網絡、國際組織等制度層次剖析中國追求自主標準的制度崛起過程。本研究的基本假設認為官僚政治與技術專家網絡是影響自主標準與國際參與的兩個主要因素，個案分析比較了WAPI與閃聯兩項自主標準所採取的不同發展路徑。前者因著部門利益彼此衝突導致WAPI自主標準的推動並不順利，反之，後者充份掌握網絡經濟外部效應與技術專家網絡則順利地完成自主標準國際化的過程。本文透過個案分析檢視網絡經濟，如何透過國際標準化的制度環境，導引中國尋求自主創新的制度學習之路。
