    摘要: 歐洲國家藉由在內外兩個面向的互動過程,以志願或非志願在政策合作的「深化」與「廣化」方式,擴大相互之間在價值、規範與觀念的共通性,藉此進行歐洲統合進程中身份認同的建構;另一方面,歐洲統合也試圖對外尋求共同利益提升或共享價值的推廣。迥異於任何形式的國際建制,歐盟做為非主權國家角色的歐洲統合機制,除了如同主權國家一般著重在利益的擴大以外,也同時強調對本身角色認知的探尋,並逐漸發展出在規範性權力方面的實踐累積與論述建構。 歐洲統合本身就是對於過去數個世紀以來因為主權強化導致負面結果的檢討,因而其進程特別著重在內部之間衝突的解決,以及建構有效的環境以擴大和平延續的機會。另外,在歐洲統合機制的外部關係上,歐洲不但扮演類似國家角色藉由強化本身權力以彰顯國際人格,更以異於傳統角色的方式來彰顯其規範的性質,例如在具有高度規範性價值議題上凸顯立場,以及積極投入具規範價值的國際活動,在區域外負擔如人道救援、維和與危機處理等任務。 本研究的主要目的與可能成就,在於瞭解歐盟規範性角色的建構過程,以及其對於實踐作為的影響,並因而發展出異於其他形式角色的身分認同。歐盟的規範性角色藉由不斷論述而受到強化,但其特質同時受到質疑與挑戰,使得其合理性可能因而受到弱化。本研究並以歐盟在政策的實踐案例,檢驗歐盟規範性權力的適用程度。這些案例著重在具邊界意涵的國際衝突,並將歐盟對外區域衝突的介入對象區分成有可能成為會員國的「近鄰」,以及如中東等不可能成為會員的地區,以檢視歐盟如何在和平進程中試圖發揮歐盟規範性的力量,以及扮演衝突解決的角色,以瞭解在不同案例中歐盟發揮規範性影響力的程度。European nations have long committed to integrating a wide range of policies in both terms of ‘deepening’ and ‘broadening’ in internal and external dimensions. By doing so, the Europeans have been able to expand the commonalities of values, norms and ideas, and as a result, a common European identity has been under constant construction. In addition to the internal process of identity constitution, the European integration has also attempted to pursuit the promotion of common values and interests by co-ordinating foreign policies. Contrary to other forms of national and international regimes, the European Union has not only focused on the extension of its interests like a sovereign state, but the EU has also engaged in the exploration of its identification externally by exercising its soft power to obtain preferred outcomes through attraction. Based on the practice of the European integration, the academic circles have been able to accumulate the theoretic constructions on EU’s normal power. European integration itself is an open-ended process of a revision of negative impacts on the concept of sovereignty derived from the lessons learnt from the past some centuries. Therefore, the integration process has particularly emphasised the resolutions to its internal conflicts and the construction of an effective environment where a sustainable peace can be preserved. In terms of its external relations, Europe has not only practiced its international legal personality by acting like a sovereign state, but it has also exercised its normative power in international arena on issues that would have far-reaching implications for its non-conventional role. The civilian dimension of its global role may include its engagement in international missions like peace-keeping, humanitarian rescue and crisis management. The main purpose and possible achievement of this current research is to increase the understanding in the constitution of the identification of EU’s normative power. The research has also focused on the impacts the EU’s practice would have had on its identification formulated differently from others. The discourse of EU’s normative role has been constantly strengthened, but questions about its nature has also been debated and challenged in a way that may weaken the legitimacy of such a role.
