    Abstract: 對於國內擁有多元種族的非洲國家而言,國家的建立並不是一件容易的事。強烈的族群認同阻礙了新國家認同的成形並且導致社會分歧的持續存在,而忽視族群分界的殖民統治是促使上述衝突、分裂主義活動以及內戰在非洲地區不斷發生的主要原因族群認同也經常是跨國衝突的導火線。儘管鮮少因此演變為國際戰爭。然而,身處在不同國家的某一族群跨國界地彼此呼應與支持在非洲卻是相當常見的現象。因此,非洲認同,一種緣起於泛非主義以及透過近來相當活躍的非洲復興運動所形成的認同感,或可有助於非洲民眾跳脫較低層級的區域認同、族群認同以及國家認同,進而促成較高層次的非洲大陸認同之形成,而此一認同對消弭衝突或可產生積極正面的作用。有鑑於區域認同、族群認同以及國家認同對非洲國家之重要性,本研究將關注之焦點聚集在上述三項認同在非洲的發展及其對非洲安全之影響。
    Nation-building in Africa has always been difficult for countries with ethnical pluralism. Strong ethnic identity prevents a new national identity to emerge and preserves the cleavages that have existed for centuries. The colonial rule that ignore the natural boundary of ethnic groups is the main reason for such a prevalence of conflicts, separatist movements, sometimes even civil wars. The ethnic identity is also responsible for interstate conflicts that rarely became international war. Still, the phenomenon that same ethnic groups support each other across the border is common in Africa. The African identity, originated in pan-Africanism, and recently revived through African Renaissance, might help Africans to move beyond the lower level of communal and ethnic identity as well as national identity to a high level of continental identity. Such identity might become a positive element in ameliorating conflicts in Africa. These three levels of identity in African and their implications in Africa’s security are the primary focuses of this study.
