    摘要: 外部治理是歐洲聯盟對其周邊地區延伸共同規範體系的一種方式。本計畫是想探討歐盟外部治理的一項特殊議題：規範選擇，並從制度主義、權力基礎和內政因素等角度加以詮釋，焦點置於歐盟推動與第三國進行政策趨同的特殊規範選擇。探討歐盟外部治理之成效，很難不從歐洲地緣和歷史架構去檢視歐盟對外擴展其影響力。本計畫試從歐盟外交暨安全政策內的三個次領域(外交對話、軍民兩用物品之出口管制、危機處理)，比較歐盟與前蘇聯地區國家的政策趨同。
    External governance is a way for the European Union (EU) to extend a common system of rules beyond its borders. This project will address a particular issue of EU external governance: rule election. Drawing on institutionalism, power-based and aspect of domestic factors, this project will focus on the choice of the specific rules that guide policy convergence between the EU and third countries. In light of questions of effectiveness, external governance cannot be discussed without looking at the geographical and historical framework upon which the Union extends its influence. This project will compare policy convergence between the EU and post-soviet states in three subfields within foreign and security policy, namely foreign policy dialogue, control of export of export of dual-use goods, and. Crisis management.
