Abstract:	本計畫的主要目標是找出台灣社會中各個層次的民意，包含國家認同及地方政策議題。第一年的主要進度為訪問台灣地區的民眾，詢問他們對於各項政策的偏好，然後進行分析。第二年的進度則為收集第二波的電話訪問資料，並且收集政府的預算資料，以及候選人的選舉公報，以分析民眾的態度及政治人物與政府之間的關聯。以電話簿與RDD抽樣方式抽出樣本後，於2007年11月間，電話訪問全國3,035個樣本。根據這份資料，研究者試圖分析政策偏好的來源及更深的意涵。我們建構出四種注重發展或是重分配的類型，其中男性、白領階級以及注意政治消息程度高者，在政策意向上較傾向發展型。更進一步發現，這四個類型的民眾有不同的投票行為，但是在台灣與中國的經貿關係應該增加或減少的議題上，與統獨立場有所區隔。本文的研究發現為台灣社會存在與公共政策相關且影響統獨議題的民意。而且，民意有可能藉由選舉過程而影響政策制定過程。
