Title:	籌措財源滿足無線寬頻基本人權

Abstract:	二月廿八日聯合報社論指出，「無線寬頻是網路時代的基本人權」，該文又建議，若要普及寬頻，政府要更積極，方法是「政府編列預算…甚至直接投資建設」。確實，如張佛泉所論，「諸人權就是諸自由」，這不是口號，不是政府消極不干預，就能成事。基本人權的滿足與維護，需要資源，政府提供，誰曰不宜。預算哪裡來？政府編列之外，另闢財源並無不可。寬頻使用電波，業者有權使用，來自政府代表人民授權，是特許，甲用乙不能用，如同土地。那麼，使用者在一般公司稅之外，應該另得支付特許費，其理至明。
