Title:	前瞻性傳播政策如何落實？

Abstract:	昨日賴祥蔚教授〈全球化匯流與旺中併購案〉的立論瑕不掩瑜，只有一小點有待澄清或補充，卻有很大一點值得引伸與發揮。該文說我們的電視「越來越須面對國際的競爭」。電視由系統（無線、有線、衛星或電信平台），以及在系統上流動的內容（節目，頻道）構成。有競爭的是後者（節目、頻道），前者都是壟斷或一區兩家的寡佔，沒有競爭。台灣的節目競爭力很薄弱，因此舉世罕見，除了少數例外，黃金時段竟然不怎麼播放本國電視劇，可見業者認定海外電視劇比台製優秀（有錢賺），因此對於投資製作本地片，經常裹足不前。與此對照，我們的系統台經營效率讓人垂涎，除少數一或兩家虧錢，一般來說，各家平均獲利率達二五％，最高則有四○％或更高。許多年來，海外投機基金不就看準了這個事實，入台海撈嗎？現在，本地資本不甘雌伏，應驗了資本邏輯的常態，此番不成，下次還會再來，除非有線系統因為其他平台雀起而獲利下滑。
