Title:	掠奪遊戲？還是利益共享？

Abstract:	《有線廣播電視法》17年來首度大規模修正，將許可系統業者跨區經營，全國可能從目前的51個經營區、63家業者，變成1個經營區、3家業者，草案即將在公聽會後，預計下個月送行政院審查。依照這個草案，國家通訊傳播委員會（NCC）想要完成的系統數位化，未必能夠快速進行；長期來看，用戶的使用費會增加；音像節目品質不容易提升；通訊速度與品質的改善，難以在最大效益的前提下，顯著變化。
