    Title: 加速數位化 配套在哪？

    Abstract: 國家通訊傳播委員會（NCC）擬給予業者更大跨區經營的方式，鼓勵數位化的進程。不過，這個新規定不見得能夠加速數位化，但可以確定的是，觀眾的收視品質無法提升，甚至收視相同而收費增加的情況，註定發生。美國有線電視業界早在一九七九年就已聯合推出「公共事務衛星電視網」（C-Span），到了現在，該電視網已經擴大成為三個，轉播參議院與眾議院的頻道，各有一個，國會議員的議事過程盡在美國人眼下，收視率固然不會太高，但增加其國民認識與監督國會的機會，才是重點。C-Span在開會時段以外，另設現場政論與品書節目，而不是重播，這是善用運用頻譜資源的方式。它還有第三個頻道轉播其他公共事務活動與事件。所有三個頻道除預告本身節目，不播商業廣告，經費由業者挹注。
