    Title: 撥開公視爭議迷霧

    Abstract: 關於近日的公視治理，以及行政院的相應責任之問題，我有意見。公視董事有三年任期保障，董事長沒有。因此，任期未屆滿前，除非有《公視法》第十八條的解聘要件，董事自然不能任意更換。董事長及其經營團隊（總經理等）既然沒有任期的保障，依照目前頗有缺失的《公視法》，其去留取決於董事會。假使董事會認為公視經營團隊不適任，卻不予更換；或者，假使行政院認定董事會不能妥善經營公視，卻袖手旁觀，就是二者對社會不負責。執政者怎麼負責？舉證確鑿詳細之外，得依法或修法，並且要以周延的行政安排，光明正大地對外說明以爭取觀眾支持。可惜，事發之後，行政院一臉無辜，遮遮掩掩、慣性地想要擁有權力卻不肯負責，背離為政之道，陪葬了公視形象。
