| 摘要: | 投票日的天氣總是令政治人物、媒體等高度關心選舉結果的人議論，並分別提出天氣好有利於整體投票率，天氣差不利於國民黨得票率的說法。然這些說法缺乏經驗證據，因此本文旨在透過檢驗這些說法是否正確，並提供其背後的學理依據。
本文感興趣的對象為總體的投票率、各政黨得票率，運用1993-2012年的歷屆總統、省長、直轄市市長，以及縣市長選舉之投開票資料，以縣市為單位加以分析天氣對投票的影響，並輔以電話訪問的個體資料，建構會受到天氣因素影響而不去投票選民的輪廓。結果發現，天氣愈好，投票率會增加，乃為民進黨支持者投票率的增加，國民黨支持者投票率反而降低，反之亦然；但在個體資料之中，獨立選民最容易受到天氣因素影響而降低投票意願，但民進黨選民卻較國民黨選民來得堅定。總體與個體資料分析的結果不一致，很可能代表投票意願即便相當堅定，但在壞天氣會提高出門投票成本，以及好天氣會增加出門投票的機會成本下，民進黨選民的投票並非一如媒體及政治人物預期的「風雨無阻」，而國民黨選民的投票亦非「堅定不移」。這樣的結果，也點出在台灣，天氣確實會影響到投票成本，且特定群體對於投票成本增加的忍受度較低，造成政治參與不均等，也間接影響民主選舉結果的代表性。
在天氣是否會影響投票結果的問題中，發現當投票日氣溫高於前一日攝氏2.46度或投票日日照時數多於前一日3.82小時的條件下，將會使民進黨得票率超過國民黨得票率，並增加贏得選舉的勝算，以過去的母體資料進行檢驗，發現正確預測率將近七成，惟過去約20年間，上述天氣條件出現的機率平均不到一成，因此，能改變選舉結果的好天氣，是「可遇不可求」。 |
