Title:	地方治理與地方音樂展演產業-以臺北市音樂展演空間業(Live House)為例 Local government and popular musical performance industry policy network-a case study of live house policy in Taipei

Abstract:	臺北市音樂展演空間業在發展的過程中，面臨的適法性問題無法單靠地方政府就能使之妥適解決，尚需其餘經由業者、地方政府、中央政府等等多元行動者的參與才能完善處理。基此，臺北市音樂展演空間業內多元參與者之間的溝通協調機制、以及其資源動員能力甚為關鍵，因而其適法性問題的解決方式也應盡可能回應各界之需求。　　本文回顧地方治理與Rhodes的政策網絡理論等概念，及Jon Pierre & Guy Peters之治理結構分析，透過前述理論與個案的視角切入，以檢視關於處理台北市音樂展演空間業適法性問題之政策網絡的治理現況與成效，並透過訪談公、私、非營利部門三方相關人士，從而了解行動者間的互動情形，以及對於處理產業發展適法性問題的協商整合機制之優劣，並據以建構整體之治理模式。　　透過上述進一步瞭解本研究的目的：（一）瞭解處理地方音樂展演產業適法性問題的政策網絡模式；（二）分析處理地方音樂展演空間業適法性問題的網絡治理模式中，各行動者扮演的角色及其所應發揮的功能；（三）檢視處理地方音樂展演空間業適法性問題政策網絡所面臨之治理問題；（四）建構處理地方音樂展演空間業適法性問題之網絡治理模式。　　透過地方治理理論及政策網絡理論及台北市音樂展演空間業的實際個案間的相互驗證後，本研究之主要結論如下：（一）處理臺北市音樂展演空間業適法性問題的政策網絡結構鬆散，網絡型態偏向議題網絡模式。（二）目前處理臺北市音樂展演空間業適法性問題的政策網絡是以公部門中的臺北市政府文化局為領航者，應由本身具相關法令權限的都市發展局、建築管理處來承擔這樣的角色較為妥適。（三）臺北市音樂展演空間業治理結構呈現以科層治理結構為主體，欠缺多元價值的展現，也較為忽視非營利組織的觀點。現今雖由公部門為主導力量，但公民社群未來仍有可能成為左右產業發展的關鍵，公、私部門之間應尋求對話可能，漸朝網絡治理結構方向前進。
