    摘要: 亞太局勢在冷戰結束以來已有極大的變化,例如台灣的躋身完全民主之林及一個非民主共產中國之經濟及軍事力量的崛起等。台灣關係法強調維護美國在亞太地區之利益及協助防衛台灣為立法之重點也因此面臨諸多的挑戰。固然台灣關係法之宗旨及精神並沒有因二十五年的歲月而改變,但是要持續維持台灣關係法所揭櫫的目的,法律規範隨時代變遷的與時俱進似乎亦應是未來美國確保其在亞太地區之利益所必須加以重視。
    The Asia-Pacific region has undergone a dramatic change since the end of the Cold War. For instance, Taiwan has become a full democracy and a rising authoritarian China has rapidly increased its economic and military strength. The United States has therefore faced many challenges in order to fulfill its commitments to the defense of Taiwan and to protect its interest in the Asia-Pacific region highlighted in the Taiwan Relations Act. To maintain peace in the Taiwan Strait and protect the U.S.`s interests in the region in the future, the U.S. may have to take into account of Taiwan`s democracy and its external challenges including a military threat from China.
