    摘要: 1990年代以來，日本景氣低迷，許多人對於日本政府無法快速回應感到不滿，執政黨自由民主黨（以下簡稱自民黨）更成為最不受歡迎的政黨之一。通常，我們會預期當經濟不景氣、失業率持續攀升、人民對政府的信任度偏低時，是在野黨爭取執政的好機會。但是，儘管自民黨的支持率不高，卻仍然持續贏得選舉繼續執政。何以在民主國家，一個不受歡迎的政黨可以持續執政？更重要的是，為什麼反對黨無法利用人民對執政黨的不滿，取得執政的機會？是什麼因素阻礙了日本政黨間的競爭？這正是Democracy Without Competition inJapan所要回答的問題。
