While most foreign direct investment (FDI) continues to take place between developed countries, developing countries have been playing an increasingly important role as sources of FDI. Taking 1998~2007 data from 7 developed countries and 6 developing countries, this paper uses a fixed-effect model to examine the difference in effect on home country competitiveness of outward FDI in countries at different stages of development, and explores whether there is a difference in effect on home country competitiveness according to the different stages of development of the home and host countries. The paper then uses a seeming unrelated regression (SUR) model to examine whether there are distinctions between the effects of FDI from Taiwan, South Korea, Hong Kong and China. The results show that South-South FDI flows appear to have a significantly positive impact on the home country`s international competitiveness, whereas South-North flows have a significantly negative impact, while North-South flows have no significant impact, and South-North flows have a greater negative effect than North-North flows.
