    Abstract: 審議式民主模式經過將近二十年的發展,影響了學界及實務界對於治理過程中政府與民眾之間關係的思維,促成了「以公民為中心的公共管理(citizen-centered public management)」的興起。在理論的充分發展之後,於實際的運作上,審議式民主模式只是紙上談兵的烏托邦?或者是一套可以落實民主續階的策略藍圖?本文透過訪談過去幾年我國委辦公民會議的中央及地方政府相關官員,探索公民會議的參與模式與現行決策模式的磨合,呈現行政官員對於公民會議的態度,以及了解行政機關如何處理公民會議的共識結論,嘗試補充該領域研究的空缺,為理論上的爭議提供部分解答,並為實務界未來推動審議式民主提供建言。
    After more than twenty years of development, deliberative democracy has reshaped the thinking regarding the relationship between the state and its citizens. It has also facilitated the rise of citizen-centered public management. As theories of deliberative democracy have gradually become better developed, scholars and practitioners wonder whether the theory is itself an unrealistic utopia or a feasible blueprint for the sustainability of democracy. At issue is how deliberative democracy collaborates with representative democracy. Drawing from transcripts of in-depth interviews with public administrators who took charge of the citizen conferences held between 2003 and 2006, this article attempts to demonstrate the attitudes of political appointees and bureaucrats towards consensus conference and explores the policy impact of the conclusions reached from these conferences. This article would further provide suggestions for practitioners and scholars as well.
