    Abstract: 本研究以實證研究的方法，透過調查我國地方政府（主要為高雄市、台中市及花蓮縣）的約聘僱人員運用情況，回應一些對約聘僱人員制度變革的長期疑慮，並提出改革之建議。本研究發現，由於我國的特殊公務人力狀況，約聘僱人員實為機關基層事務的穩定人力，並非簡單的臨時或補充人力。透過對機關主管的深度訪談，及對公務人員與約聘僱人員之問卷調查，本研究發現很多專家學者對約聘僱人員制度改革的普遍疑慮並不合理。本研究認為，新版「聘用人員人事條例草案」之改革建議過度保守；對約聘僱人員制度的改革，理應考慮他們的生涯發展及這類人力跟常任文官間之相對優勢作為規劃重點，有效利用這類契約人力的優勢，提升機關的工作效益。
