    Abstract: 成熟人事管理體制的國家,均強調公開競爭的功績原則用人甄補制度,但也因各該國治理環境和社會人力資源環境的變化,檢討定義和操作功績原則。本文旨在依賴網際網路上官方網站的資料,介紹美國、英國和日本的一般性初任人力遴選制度。美國和英國本來就是分權和授權走向,中央人事主管組織基本上訂定基本框架,並設立多樣性用人管道,由用人機關自行遴選人力。日本雖維持統一式考試,但仍採取及格者候用方式,由用人機關從合格者中再行遴選。換言之,用人機關主導或至少能實質參與的初任人力遴選模式是三個國家的共同點,基本上也是OECD國家的共通趨勢。另外,美國和英國先後都設立高階主管職位,採對內外都開放模式遴選初任高階人力,其遴選過程,中央主管組織的角色就較為直接且深入,透過與用人機關的合產,確保能真正以政府整體需求角度,而非限於個別機關所需角度,遴選高階文官。
