    Abstract: 本研究是通過對地方政府運用約聘僱人員之調查,反思我國公務人力制度的缺失,提出改革建議。透過對花蓮縣、台中市及高雄市三地政府公務人員與約聘僱人員的問卷,以及對機關主管的深度訪談,本研究認為我國的約聘僱人員制度的變革,若是從彈性化改革目標出發的話,是不能孤立地處理約聘僱人員制度本身,而必須全盤考量整體公務人力制度的設計,因為公務人員與約聘僱人員兩類人力之功能實是互動牽動的。本研究發現由於我國公務人員制度的非用人機關導向的特殊性,突顯了約聘僱人員制度之優勢。這種異於國外一般情況之優勢可能代表了我們不僅要改革約聘僱人員制度,也需要改革公務人員制度,再找出兩者在公務人力結構上的平衡點。就此,本研究會因應研究發現提不同的改革方案。
