    Abstract: 民進黨政府的弊案連連，讓臺灣民眾難得形成反貪腐的政治共識，新一波的反貪腐改革蓄勢待發。然而，本文作者認為，除了強化選舉、媒體、政黨、司法體制的等外控機制之外，還必須考量以公職人員倫理準則為主的內控機制建構。本文先從民主制度的倫理因素、傳統倫理觀念的轉變突破，以及國家長遠發展的倫理基礎上，討論建構公職人員倫理準則的必要性，再從各國建構公共服務倫理的核心概念、主要價值，以及規範對象進行歸納，最後，我們認為，建構臺灣完整的「公職人員倫理法」，應當作為反貪腐制度改革不可或缺的一環，它也將會成為臺灣下一階段國家發展堅實的倫理基礎。
