    摘要: 傳統的智慧資本係指廠商用來取得競爭優勢的有形和無形資
    產，隨著全球3.0 世代的來臨，在世界舞台上競技的已不再
    只有廠商，個人、城鄉或國家都成了競爭個體，如何運用創
    新能量和智慧資本概念來提升城鄉競爭力，刺激地方經濟，
    成了當今城鄉國際競爭很重要的課題。研究計畫包含四個子
    領域，分別是「由地方智慧資本指標調查看台灣創意城鄉之
    國際競爭力」、「啟動創意城鄉人才因素」、「創意城鄉發
    展中的在地創業行動與地方資本的整合- 在地創業者的敘說
    與實作」、「從區域創新系統的觀點探討創意城鄉中文化創
    意產業的發展- 以手工藝產業為例」，第一領域試圖回答：
    創意城鄉的創新成果應該以什麼樣貌呈現或衡量?末三個領域
    回應：創意城鄉形成時，其創意人、創意創業家和社會脈絡
    如何攪動、整合資源，以致成就今日的城鄉意象？本研究初
    步歸納，地方智慧資本是某地經過長久發展與社會建構過程
    後的結果，在自然與環境條件下形塑，並構成在地社會、文
    化、制度與結構特色，也同時孕育出具有在地特性的人力資
    本與科技進步。地方智慧資本中最重要的元素是人才、協會
    和地方政府。其中，人才環境、人才社會和人才經濟可以啟
    動創意創業家的活動，而創意創業家可依其行動導向(重視利
    潤、重視自我生命、重視社區發展)和事業型態(文化導向和
    市場導向)分為六種型態，在多元創業型態下，創意城鄉發展
    輔導也需更加多元化。
    Traditionally intellectual capital refers to tangible
    and intangible assets of which a firm uses to acquire
    competitive advantages. Following the era ＇global
    3.0＇, firms are not the only actors playing in the
    globe. Individuals, communities, cities or nations
    compete for globally scare resources. One such
    competitive issue that arises is how to utilize
    creativity and intellectual capital to revitalize
    local economy and to improve regional
    competitiveness. This project contents four issues,
    i.e. the international competitiveness of Taiwan
    creative cities and rural communities from the local
    intellectual capital perspective, factors that build
    human capital of creative cities and rural
    communities, the integration of local
    entrepreneurship and local intellectual capital in
    creative cities and rural communities, and the
    development of cultural-creative industries from the
    perspective of regional innovation system. The first
    issue responds to the profile and measurement of
    creative outcome in Taiwan creative cities and rural
    communities. The other three respond to the
    interaction and integration of creators, creative
    entrepreneurs, and social worlds upon creative cities
    and rural communities built. This project finds that
    local intellectual capital is the accumulation of the
    city-specific talents, socio-culture, nature and
    institution/structure. The most significant
    components of local intellectual capital are talents,
    independent non-profit communities and local
    governments. Economy of talent, environment of
    talent, and society of talent nurture the
    multiplicity of the creative entrepreneurs.
    Accordingly, the stakeholders may pay more attention
    to the diversity of policymaking creative cities and
    rural communities.
