Title:	政府為何採用公民會議？政策學習的觀點

Abstract:	隨著全球化及資訊科技的發展，其他國家的經驗已成為政府機關政策規劃的重要基礎，因此「政策學習」或「政策移植」的概念在公共行政領域裡漸形重要。除了特定政策領域的學習之外，隨著台灣民主化的發展，學界及實務界近年來引進審議民主的理念及公民參與模式，在各種不同模式中公民會議最被廣為運用。本研究即應用政策學習的概念，分析行政體系學習且採納公民會議的影響因素。本研究針對十餘場公民會議，利用次級資料分析及深度訪談，從動機、資源、環境等三項因素分析過去各機關單位辦理公民會議的經驗。研究結果顯示公民會議的採用主要是機關首長受到上級指示、個人理念、內部業務需求、政策企業家的倡議、外在環境壓力等因素所影響。未來機關首長進行政策學習之時，除了環境條件適合外，亦需進一步評估機關單位是否掌握充足的資訊資源，或者是否有熟悉新政策的政策企業家存在，以避免對新政策有錯誤的解讀；另外建議政府機關強化與外部的連結，有助於新資訊或技術由外而內進入行政體系。
