Abstract:	一九九一年底，俄羅斯、烏克蘭和白俄羅斯三個蘇聯加盟共和國領袖達成協議，成立「獨立國協」並宣布中止蘇聯的存在。至此，蘇聯的解體已不可避免，其所轄的十五個加盟共和國皆成為獨立國家。俄羅斯在國際上是蘇聯的繼承國，也是其中最強大者，儼然成為獨立國協盟主，但其獨立國協的政策並不確定。後來基於客觀形勢的演變，才改變對獨立國協的政策。決心加強與「獨立國協」各成員國關係並試圖進行整合，希望藉由這種整合，使它在國際舞台上重新占有它應有的地位，並反擊國內反勢力的挑戰。然而「獨立國協」整合的最大阻礙，仍在於各成員國對大俄羅斯主義的疑慮，唯恐自己再度受制於俄羅斯聯邦。
