    Abstract: 面對後冷戰時期詭譎多變的歐洲局勢，堆動北約轉型進程無疑是聯邦德國外交暨安全政策的核心所在；除戰略構想與兵力部署的調整外，環繞北約東進問題之相關爭議更成為眾所矚目的焦點，故如何在「維護德、美團結」、「滿足東歐國家企盼」、「顧及俄羅斯特殊利益」與「考量其他盟國立場」等諸多面向中取得最適均衡，不啻為柯爾政府的嚴峻考驗。對波昂而言，北約改造工程的成敗，不但攸關新大西洋秩序的建立，更是檢視大西洋聯盟團結與凝聚力的重要指標。
