Abstract:	一九六二年日內瓦寮國問題會議結束之後，法國總統戴高樂有鑑於不能再忽視中共在對抗蘇聯上可能扮演的角色，以及中共在東南亞事務上的重要地位，傾向與中共政權建立外交關係。但是戴高樂總統亦在與中共的建交談判中堅持，法國不會主動與中華民國政府斷絕外交關係，而且法國有意與中華民之間維持代辦級的官方關係。中共在談判中消極地除了重申反對「兩國中國」之外，雙方協議，在中華民國與法國斷交後，法國應與中華民國斷交。此一安排為「兩個中國」的事實作了最好的解釋，但是中華民國政府在基於變持中國唯一正統政府，而且存在反功大陸成功等因素考量下，仍決定拒絕法國的此一安排。回顧中華民國當時的決定，是有其決策的正當理由，但是今日世界局勢已經改變，中華民國及中華人民共和國同時並存在國際社會此一事實，仍有待兩岸政府及國際強權的領導人作出智慧的安排。
