    摘要: 目的：社區精神復健為世界發展潮流，本研究提出建構社區心理健康中心創新營運模式，期能助於推動屬於台灣的社區精神醫療。 方法：本研究採用國外工作坊、國內焦點團體、及專家座談等方式蒐集初級及次級資料，據以進行整理分析與論述，提出建構社區心理健康中心創新營運模式架構，包括中心定位與目標、外部環境分析、策略、服務架構及個案處理流程等，並探討預期效益。 結果：創新模式定位係以社區心理健康中心爲核心，結合醫院、診所、社區復健機構及其他專業機構的整合性精神醫療照護系統。目標爲整合多角色社區心理健康醫療團隊，提供以社區爲基礎的精神治療及復健治療服務。此模式有助於病患重新生融入社會生活，預防疾病復發減少住院，並可降低健保醫療資源浪費。 結論：建議採用網絡建構概念，結合不同專業人員和機構之合作，形成完整的服務網絡，提供病患所需的整合式服務體系。本研究期能作爲我國社區精神醫療營運策略及未來政府訂定社區精神醫療政策的參考。
    Objectives: The movement of mental rehabilitation from institution-based care to community-based care has become a global trend. The purpose of this study was to propose an innovative business model for the development of community-based mental health centers. This should include a mission statement, strategic plan, organizational structure, delivery process, and expected outcome. Methods: This study consisted of international workshops, focus group discussions, and meetings with experts. Results: A center should be positioned as a community-based mental healthcare system, aligned with networks of hospitals, clinics, mental health rehabilitation facilities, and other professional institutions. The strategic goal is to provide community-based mental therapy and community rehabilitation by a multidisciplinary therapeutic team. This model enables patients to remain in the community and decreases expenditure by nation health insurance. Conclusion: We suggest that a community-based mental health center integrated with healthcare networks and multi-professional teams is essential for the delivery of complete healthcare services.
