Abstract:	當區域整合逐漸成為國際政治經濟發展的重要一環，東協這個既有區域平台，在東南亞區域整合過程中自然扮演重要角色。由東協模式為基調的區域整合途徑，其特色不在於建構一個超國家（supranational）、以法制為基礎的共同體，而是透過政治、安全、經濟、社會、文化等面向之功能性合作，邁向一個全面性的東南亞國家協調機制（a concert of Southeast Asia nations）。2003年「東協共同體」（ASEAN Community）的實質內涵於《東協峇里第二協約》（ASEAN Bali Concord II）中正式揭示之後，至今已有諸多突破性的發展，但仍持續面臨來自制度及結構面的挑戰，前瞻未來，東協如何成功因應外在環境變遷將是關鍵。
