Title:	台灣地區技術創新調查之前期研究的調查方法與抽樣設計

Abstract:	我國產業結構以中小企業為主，中小企業雖然沒有太多的研發活動，仍然能夠生產許多新產品，表示我國中小企業的技術創新活動應該是相當活躍的。目前國內對於「技術創新調查」仍無整體的詳盡規範，為建立日後常態性技術創新調查，故著手進行台灣地區技術創新調查之前期研究。在前期研究中，我們依照OECD所規劃的工作藍圖，進行國內產業規模試訪。透過前期研究的調查經驗，建立一份符合國內產業的技術創新問卷，此外規劃技術創新調查試辦計畫，為91 年展開的全國性第一次技術創新調查作先前準備工作，建立日後常態性的技術創新調查規範。由前期研究的調查結果發現，製造業有技術創新的比例約為五成，「員工人數為 10 人以上」的服務業有技術創新的比例約為四成，此結果與CIS2調查的結果趨於一致。
