    Abstract: 自從冷戰結束後，俄羅斯與以歐、美為首的西方國家關係開始解凍。其中，由於地緣因素與歸因於歐洲聯盟（以下簡稱歐盟，European Union, EU）積極東擴（Eastward Enlargement）1的壓力，俄羅斯對外政策特別著墨於與歐洲國家經貿關係之經營。此種「西進政策」(Westpolitik)和偏重「經濟利益」考量之外交思維與作法，從 1996 年普利馬科夫（Yevgeniy M. Primakov）擔任俄國外長起，即成為俄羅斯外交政策主要方針之一，至今仍主導俄國對外政策。基本上由於冷戰後國際政、經架構改變，俄國在歐洲方面的外交亦因此主要分為兩支：一為拓展與歐盟關係，此為俄國歐洲政策之首要任務與主軸；其次是對過去傳統夥伴國家 － 烏克蘭、摩達維亞、白俄羅斯等西部獨立國協國家（以下簡稱獨協國家Commonwealth of Independent States, CIS）之關係。因此，本文冀圖從剖析俄羅斯與歐盟經貿互動發展脈絡及其與主要西獨協歐洲國家 － 烏克蘭和白俄羅斯近期的經貿關係當中整合俄國對歐洲經貿態度，藉此途徑透視與驗證俄國對外政策著重國家現實經濟利益之特質。
