Abstract:	鑑於政治功效意識的意涵及其相關議題具有相當的重要性，本文以政治功效意識概念的測量為研討的核心，將「美國全國選舉研究」之標準化問卷題型，以電話訪談的方式，針對一九九八年嘉義縣具有投票權的公民為調查研究母群，藉此瞭解該問卷實際運用的情形，並作為未來研究的基礎。綜合問測項目的雙變量、多變量以及自我檢驗之分析結果，本文以為，政治功效意識此概念並非單一面向，而是包含了內在與外在政治功效意識兩個層面，這項研究結論與理論所預期的結果相當契合。在結論中，本文認為採用標準化問卷是一項值得嘗試的研究方向，另外亦提出本研究所遭逢的問題以及改進之道。 The concept of political efficacy has played significant roles in various theories of political attitude and behavior. This paper first briefly reviews its historical development and then concentrates on its operationalization and measurement in survey questionnaires. Recognizing the importance of standardization, we faithfully translate into Chinese the three questions initially composed by the National Election Studies (NES). These translated questions are then applied to a telephone interview in Chia-Yi, Taiwan, conducted in early December of 1998. Our analysis indicates that these three Chinese-version items also reveal internal as well as external dimensions of political efficacy, a finding that coincides well with the existing literature. We therefore conclude that the three standardized questions may be applied in surveys of wider context. Undoubtedly, there are still certain linguistic ambiguities in question-wording translation. We suggest some possible solutions in future studies.
