    Abstract: 為了因應日益激烈的國際商業競爭,區域經濟整合或區域經濟合作儼然已成為一種趨勢。一九九二年八月,美、加、墨三國終於達成協議,決定以原有的「美加自由貿易協定」加上新夥伴---墨西哥,而形成一個足以和歐洲共同體相抗衡的「北美自由貿易區」(North American Free Trade Area,簡稱NAFTA)。 此一自由貿易區的成立,旨在解決北美洲三國的經貿困境。不但可促進美、加兩國的經濟復甦與提升其產品的國際競爭力,且有助於墨西哥發展經濟與穩定政局。唯一般相信,這種區域經濟合作主義的過度抬頭勢將形成堡壘而違反自由貿易的精神。尤其是這個新區域經濟組織的出現,將會對我國的經濟發展產生極為深遠的影響,實有必要密切關注此自由貿易區的動向,以及迅速對之進行廣泛且深入的研究,以善謀對策。 本研究係從國際政經環境與「美加自由貿易協定」切入,進而探討「北美自由貿易區」的形成、可能的發展及其帶來的影響,接著討論我國與美、加、墨三國的經貿關係。最後就該自由貿易區形成後對我國可能的影響,提出因應的方法與可行的建議。
    With Mexico`s participation in the Canada-United States Free Trade Agreement, which is a late and new agreement that the three countries made in August 1992, this approaching North American Free Trade Area (NAFTA) is going to be a very near competitor of EEC (European Economic Community). Regional economic integration or economic cooperation seems to be prevailing around the world due to keen competition in trade among nations. The building of NAFTA, it will not only help to enhance the competitive power of enterprises of Canada and the United States and hasten the economic recovery in these two countries, but also contribute greatly to Mexico`s economic growth and political stability. Still, it is believed that there will be a new trade fortress which goes against the principal spirit of free trade if regional economic cooperationism overdoes. And worse, NAFTA seems to be the very one which will exercise a far-reaching influence on the economic development of the Republic of China (ROC) because of ROC`s outgrown dependence on the United States in trade. We should therefore accord special attention to this newcomer and study it thoroughly and completely so as to find out the best solutions to the straits and make trade conditions in our favor. This study begins with discussing both contemporary political and economic situations in our world and the Canada-United States Free Trade Agreement as well. It will then talks about the formation, development, prospect, and influence of NAFTA, and ROC`s respectively economic relations with Mexico, Canada, and the United States. And it ends with advancing some workable proposals for effacing NAFTA`s bad influence on us.
