    Title: 101年度人文及社會科學學術期刊評比

    Abstract: 為掌握人文及社會科學學術發展狀況,提升學術品質,並促進學者研究成果之流通,建立可靠而健全的期刊評鑑制度,實為學界之重要事務。過去十餘年來,科技部人文及社會科學研究發展司(前行政院國家科學委員會人文及社會科學發展處,以下簡稱科技部人文司)的學術期刊評比作業皆由各學門獨立運作,未統一評比作業程序之標準,故不僅規模有限,不易累積經驗,公信力亦有待加強。有鑑於此,科技部人文司於 2011 年特制訂「人文及社會科學期刊評比實施方案」,以期建立新評比制度。新評比方案在全面檢討過往經驗之基礎上,針對評比組織、評鑑指標項目、權重分配、評鑑程序、評鑑對象及規則等作出明確規定,俾使期刊評鑑標準較以往適切且趨於一致。100年度評比學門包括文學一(中國文學、臺灣文學、原住民文學)、語言(含語言教學)、歷史及哲學(含宗教研究)等四學門,以及勾選上述任一評比學門之綜合類期刊(100年度結案報告可至科技部人文司與人社中心網站查詢);本次101年度完成評比學門包括人類、社會、心理、經濟、管理(含管理學一、管理學二、財金及會計)及區域研究及地理學等六學門,以及勾選上述任一評比學門之綜合類期刊。此次參與評比之期刊,通過初審總件數82件,包含專業類68件,綜合類14件,各學門申請件數計有:人類學門業類期刊3件,綜合類期刊2件;社會學門專業類期刊11件,綜合類期刊11件;心理學門專業類期刊5件,綜合類期刊4件;經濟學門專業類期刊7件,綜合類期刊4件;管理學門專業類期刊29件,綜合類期刊1件;區域研究及地理學門專業類期刊13件,綜合類期刊3件。評比項目包含「形式指標」、「引用指標」、「問卷調查」及「專家審查」等四個項目,兼顧主、客觀與品質評量。最後再經由分級會議確認期刊分級結果。關於評比結果之呈現,以分級方式公布,並將同級期刊依刊名筆畫排序。期待本次評比結果有助於推動學術期刊品質之提升,進而改善學術生態,但不致被過度解讀或僵化地運用於學術考核。
    To fully understand the development and to enhance the quality of scholarship in fields related to humanities and social sciences, it has been a primary task to establish a reliable and sturdy mechanism of evaluating academic journals. For more than a decade, the tasks of evaluation and accreditation were carried out by the subordinate academic research fields under the Department of Humanities and Social Sciences of Ministry of Science and Technology (abbr. MOST HSS) respectively. Since the standardization of evaluative procedures has not been formulated yet, the scale of previous evaluations is overall limited, the experience is not accumulative, and the credibility not well-established. For these reasons, the Department of Humanities and Social Sciences of NSC launched the “Evaluation Program for Academic Journals of Humanities and Social Sciences” in 2011 in order to establish a sound review mechanism. Based on previous experience, this new evaluation system stipulated clearer rules for evaluation organizations, evaluation targets, distribution of weighted ratios, evaluation procedures, and evaluation objects and so on. By doing so, it is hoped that the standards of evaluating academic journals will become all the more moderate and coherent. The evaluation of year 100 contain four disciplines including Literature(Chinese Literature, Taiwan Literature, Aboriginal Literature), Philosophy(including religious studies), Linguistics(including language teaching), and History, and those comprehensive journals checked one of evaluated disciplines as mentioned above. The report of year 100 can be checked on the website of MOST HSS and MOST RIHSS. The evaluation of year 101 contain six disciplines including Anthropological, Sociology, Psychology, Economic, Management(management I, management II, finance and accounting)and Regional study and geography field, and those comprehensive journals checked one of evaluated disciplines as mentioned above. The journals in each discipline took part in this evaluation approved 82 pieces including 68 pieces of professional journals and 14 pieces of comprehensive journals. The number of applications in each discipline as following: Disciplines of Anthropological receive 3 pieces of professional journals and 2 pieces of comprehensive journals. Disciplines of sociology receive 11 pieces of professional journals and 10 pieces of comprehensive journals. Disciplines of psychology receive 5 pieces of professional journals and 4 pieces of comprehensive journals. Disciplines of economic receive 7 pieces of professional journals and 4 pieces of comprehensive journals. Disciplines of management receive 29 pieces of professional journals and 1 pieces of comprehensive journals. Disciplines of regional study and geography fieldreceive 29 pieces of professional journals and 1 pieces of comprehensive journals.The journals in each discipline took part in this evaluation approved as following: Disciplines of literature receive 24 pieces of professional journals and 15 pieces of comprehensive journals. Disciplines of philosophy receive 14 pieces of professional journals and 12 pieces of comprehensive journals. Disciplines of linguistics receive 24 pieces of professional journals and 15 pieces of comprehensive journals. Disciplines of history receive 24 pieces of professional journals and 15 pieces of comprehensive journals.To maintain high quality and balance between objectivity and subjectivity, this evaluation adopted four major parts: Citation indicator, format indicator, questionnaire and expert review. Finally, the result will be confirmed by grading meetings and coordination meetings.The fact that academic journals have been ranked according to the marks of evaluation results has long been criticized for its incomprehensiveness. The report here therefore only notifies the result of journal grading, and classifies the journals of the same grade in alphabetical order. It is hoped that this evaluation will improve the quality of academic journals and harmonize academic ecology but yet will not be misinterpreted or become hardened rules.
