    Abstract: 本計畫約略可分為七節,各節之內容與大要 分述如次:(1)前言:中共武器轉移政策之演變-中 共早在五０年代即開始與外國行武器轉移,但 自從一九八０年對外開放之後,才以積極姿態 出現於國際武器市場,其中展現了不同時代背 景的國防觀念、內部政治性質、在國際扮演的 角色,以及不同的對外政策.這部分是一項背景 分析;(2)武器轉移的內部政治、經濟意義-"安全 "、"富裕"雖是中共從事武器科技轉移的最主科目的,但在一定的目的之下,是否夾雜著官僚政 治的牽制以及權力鬥爭的制約,均是值得探討 的部分課題,本節亦可兼及現階段武器轉移對 內部的意義;(3)武器轉移在對外政策上的地位- 本節探討中共進行武器轉移所兼顧的對外目標 和形式,不同時空有不同的"國家目標",不同型 式的武器轉移亦代表和不同國家的親疏關係; (4)武器轉移的實況-研析其進出口的數額、種 類、主要交易的國家和地區、中共獲得什麼樣 的好處等等;(5)武器轉移成效的評估-此節評述 中共是否能獲得所需要的精密武器,中共是否 能成功地出售武器給第三世界國家,中共武器 轉移的長處、短處,包括其品質、價格和國際競爭力如何皆是;(6)中共武器轉移對國際安全 的影響-中共的武器轉移對於國際安全明顯的 是負面多於正面的影響,兩伊戰爭和國際限武 的窒礙難行,可為中共介入國際武器轉移的佐 證.中共至今仍再三放言不放棄對台用武,我方 應予高度的關切;(7)結論.
