    Abstract: 自八０年代中期起,由於美國對南韓施壓,要 求其改善對美貿易順差,提高韓幣幣值,開放國 內市場.結果,造成南韓生產成本增加,勞工密集 工業在國際市場喪失競爭力,使得南韓不得不 調整國內產業結構,積極發展資本密集工業,並 將夕陽工業輸往自然資源豐富、工資低廉的鄰 近開發中國家.另一方面,隨著幣值上升所帶來 的資本膨脹,南韓企業對海外直接投資的金額 與案件都開始增加,使得南韓嶄露頭角,成為世界上新興的資本輸出國.而東南亞亦是在這種 情況下日益獲得南韓的青睞,成為南韓企業海 外直接投資與轉移夕陽工業的重要去處之一. 例如南韓製造業對東南亞的投資自一九八八年 起,有明顯增加的趨勢、至一九九０年,南韓企 業在海外直接投資的主要對象已由美洲轉移到 亞洲.至一九九一年底,南韓企業對東南亞製造 業的投資已居其對外投資總額中產業別與地域 別的首位.可見,南韓愈來愈重視東協,其與東協 的經貿合作也日見緊密.另一方面,南韓與我國 經濟發展層次相當,同屬亞洲新興工業化經濟 體,出口產品頗為相似,且品質亦不相上下.因此 ,在國際市場上一直是我國的主要競爭對手.有 鑑於此,本計畫擬從南韓的角度來探討南韓與 東協的關係,其中包括南韓在東協的投資情形 、南韓與東協各國的雙邊貿易的近況、南韓對 東協的經援概況,以及評估南韓-東協經濟合作 與南韓外交政策的關連性.本計畫不僅有助國 人瞭解南韓外交政策及其東協政策,並可提供 我政府有關單位及企業界詳細的"敵情",俾使在 推動南進政策時,發揮"知己知彼"之效.
