    Abstract: 社會救助代表著國家保障人民在市場經濟尋求生活所需失敗後的經濟基本需求保障,是國家對於國民基本生存權的措施,因此具有全國普遍性統一標準化的特性。但是居住在山地鄉的原住民與平地漢人迥然不同的經濟、文化、社會與歷史經驗,在強調全國一致性的社會救助制度下,往往產生衝突,本文希望從山地鄉原住民的觀點來探討現行社會救助制度與原住民文化之間相容性議題。結果顯示貧窮問題雖是原住民普遍面對的議題,但現行社會救助制度著重個別家庭收入不足問題的處遇方式無法積極地回應原住民致貧的結構性因素,更導致原住民的特殊歷史經驗以及原住民特殊的世界觀的被全面否定。忽略了原住民的文化差異代表著主流社會對原住民少數族群文化地位的否定,如果社會救助政策無法納入文化差異的考量,社會救助制度雖然提供些許原住民生活上的金錢所需,但卻成為不斷剝奪「原住民」文化尊嚴的文化再生產機制。文末作者提出若干使社會救助政策更能包容原住民文化差異性的作法。
