Abstract:	美國提供給低收入人口為主的醫療補助方案經費年年增長，費用的約制遂成為極重要的議題。如何約制醫療服務的費用而又能提供必要的醫療服務予醫療補助的受助者是美國當今　社會福利界所關注的。本文探討使用不同的醫療輸送體系來提供弱勢團體醫療服務的可行　性。從美國現行醫療政策法規之觀點討論其如何推行健康維護組織，全文乃為政策分析的　探討方式與架構。　現正值我國邁向全民健康保險的醫療新紀元，弱勢團體的健康照護尤為不可忽視的一環。　再者，健康維護組織的觀念是不是可以引用？文中有討論，希望能提供醫療政策決定者有　關的建議。
